Need help prior to a Photo Competition

I am about to have some pictures taken with my A300 included into a local photographic competition. As per rule, the printed size must be 40 x 30cm edge to edge. The problem i am encountering is that the photo size i got out from my camera are 40.96cm x 27.37cm. I have also added a surrounding border, and then the size is 43.88cm x 30.33cm.
What can i do in order to produce a 40x30cm printed picture? I do not wish to crop the picture as it is nicely composed in my opinion.
Sony A300 Dslr, DT 18-70 lens; SAL75300 lens.

The 40 X 30 they stipulate will be maximum either side

Using photoshop resize the image to 40cm on the longer side and the shorter side will become 27 or 28cm. An image printed 40 X 28 will be within the rules. Good luck!
